Balance agreement
A balance provider can be a person who has entered into a balance agreement with a system operator in accordance with the procedure provided for in the Electricity Market Act and legislation established on the basis thereof to ensure their balance.
Under the balance agreement, the system operator is obligated to sell to the balance provider the amount of energy that is deficient in its balance area during the trading period and to purchase from the balance provider the amount of energy that is surplus during the trading period.
The balance provider assumes balance responsibility towards the market participants in its open supply chain. The balance provider is responsible for ensuring that the amount of electricity purchased and/or supplied to the network by market participants in its administrative area during the trading period and the amount of electricity sold and/or taken from the network by market participants during the same trading period are in balance.
Upon entering into a balance agreement, the balance provider submits to the system operator bank guarantees in accordance with the requirements set out in the Grid Code, which ensure that it will perform its obligations to the system operator unconditionally.
As an appendix to the balance agreement, Elering AS has established standard terms and conditions of the balance agreement, which are approved by the Competition Authority.
The standard terms and conditions of the balance agreement determine:
- the procedure for planning, managing and explaining the balance of the system operator and the balance provider;
- rights and obligations of the system operator and balance provider;
- guarantees.
Elering’s new standard terms and conditions of the electricity balance agreement have been approved by the Competition Authority’s decision no. 7-10/2024-022 (4 October 2024). Elering implements the new standard terms and conditions of the electricity balance agreement from 9 October 2024 at 12 p.m.

Bilansilepinguga ei ole lubatud:
- ebabilansis bilansiplaani esitamine. Esitatav bilansiplaan peab olema tasakaalus kõikide bilansiplaanis toodud kauplemisperioodide lõikes. Bilansiplaan tuleb esitada terve kauplemispäeva kohta (kokku 96 kauplemisperioodi).
- bilansienergia etteprognoosimine. Bilansihaldur peab hoidma oma ebabilansi kogused mõistlikes piirides ning kasutama süsteemihalduri poolt osutatavat avatud tarnet üksnes bilansihalduri enda portfellis tekkivate prognoosimatute kõrvalekallete katmiseks.
Bilansileping jõustub kalendrikuu vahetusel kella 00:00-st*, kui on täidetud järgnevad eeltingimused:
1. Mõlemad osapooled on bilansilepingu allkirjastanud sh esitanud teineteisele bilansilepingus toodud kohustuste täitmisega seotud isikute nimed ja kontaktandmed.

2. Mõlemad osapooled on edukalt testinud andmevahetusega seotud protsesse**.
Eelkõige puudutab see bilansiplaanide esitamist üle andmevahetuskanali süsteemihalduri poolt aktsepteeritavas vormis. Süsteemihaldur aktsepteerib bilansiplaane XML formaadis üle API (REST POST).
NB! Andmevahetuse testimise peale kulub minimaalselt 2 nädalat (14 kalendripäeva), kui mitte rohkem. Süsteemihaldur koostab bilansihaldurile näidisbilansiplaani pärast seda kui bilansihaldur on süsteemihaldurile esitanud ülevaate bilansihalduri portfelli kohta. Bilansihaldur lähtub ülevaadet andes bilansilepingu tüüptingimuste punkti 7.1.1. alampunktidest.
3. Bilansihaldur on esitanud süsteemihaldurile viimase poolt aktsepteeritava panga pangagarantii, või teinud deposiidi süsteemihalduri pangakontole summas 31 995 EUR.
4. Mõlemad osapooled on allkirjastanud andmelao kasutamise lepingu. Lepingu vorm on leitav siit: https://elering.ee/andmevahetus#tab0.
5. Bilansihaldur on elektrienergia müüjana tegutsemiseks esitanud majandustegevuse registrile majandustegevusteate**.

**Ei kohaldu bilansihaldurile, kes tegutseb üksnes reguleerimisteenuse pakkujana, soovides hakata avatud tarnijaks oma reguleerimisportfelli ebabilansile.
