Elering’s activities in maintaining the Estonian electricity system and making the necessary investments to ensure security of supply arise directly from the Electricity Market Act, the Network Code, the National Energy Development Plan and the Electricity Development Plan approved by the Government of the Republic.
Elering bases its activities on the general public interest to ensure the technical functioning of the power system, security of supply, and the prerequisites for the functioning of the electricity market.

Drawing up an investment budget is a reasoned selection of investment objects, which is based on their need, profitability, and ensuring compliance with the obligations provided for in the Electricity Market Act and other legislation.
To identify priority investments, technical and economic reasons and a ranking of substations and lines requiring reconstruction are drawn up. Elering contributes significantly to improving the security and quality of electricity supply throughout Estonia.

Fixed investments in 2026–2035
The list includes the fixed investments to made by Elering in the electrical equipment of the transmission system in 2026–2035.
Fixed investments mean investments for which the financing of the investment has been secured (the source of funding has been confirmed), the expected start of construction is within the next five years, in the case of objects requiring planning, a plan has been drawn up and an investment decision has been made, which provides for approval by Elering’s supervisory board and the availability of the investment in Elering’s approved budget.
Elering’s supervisory board approves investments once a year, following which Elering’s approved budget is updated with new fixed investments and an updated list of fixed investments is added to the website.
Investment objects and their completion dates may change over time.
